The Heilongjiang Tieke Expressway project successfully passed completion acceptance on 26 December in Yanshou County, Heilongjiang Province, China. Spanning nearly 77 km and built to dual four-lane expressway standards, it forms an important part of Heilongjiang expressway network. Once open to traffic, the expressway will significantly enhance regional connectivity and support long-term economic and social development.

CHANLLENGE
This project faced multiple significant challenges.
Firstly, the deployment site is located in the extreme cold of Northeast China, where harsh winter temperatures demand that devices reliably start and operate at sub-zero conditions. The system must run 24/7, 365 days a year, while the limited space within cabinets and constrained ventilation require edge AI computing units to combine compact design, wide temperature tolerance, and efficient heat dissipation to ensure continuous, stable operation.
Secondly, the system must simultaneously integrate two millimeter-wave radars and two high-definition cameras, enabling real-time multi-source data acquisition and edge-level multi-modal fusion analysis. The edge AI units therefore need high computing power and the ability to run multiple AI models in parallel to support diverse tasks such as object detection, behavior recognition, and anomaly detection—including abnormal vehicle stops, pedestrian intrusion on highways, and detection under low-visibility conditions.
Finally, with devices deployed along widely dispersed highway locations, covering a large operational area with limited personnel, the system requires high reliability, remote diagnostics, and low-maintenance design. The solution must feature robustness and self-recovery capabilities, while streamlining operational processes to reduce long-term maintenance costs.
SOLUTION
ARCTEC’s smart transportation solution has been deployed as the automatic incident detection system on the Yanshou Highway, designed to operate reliably in extreme cold and complex highway environments.
The system adopts an integrated edge AI architecture combining millimeter-wave radar, high-definition cameras, edge computing, AI-based traffic algorithms, and a unified visualization platform. Multi-source sensing enables accurate and continuous perception of traffic conditions, while edge-side intelligent analysis ensures real-time incident detection and rapid response directly at the roadside, independent of network stability.
By fusing radar and vision data, the system maintains high detection accuracy in challenging conditions such as low visibility, night-time operation, and adverse weather. The modular architecture supports flexible deployment and scaling of AI traffic algorithms to cover a wide range of scenarios, including abnormal driving behavior, obstacles, pedestrians, and traffic anomalies, meeting the requirements of full-scenario intelligent highway construction.
A centralized management and visualization platform provides real-time event display, alarm notification, and system operation oversight. Through local edge inference and structured data transmission, the solution reduces bandwidth and cloud resource consumption while improving overall operational efficiency.
With robust environmental adaptability and a scalable system architecture, ARCTEC’s solution enhances proactive traffic perception, incident handling efficiency, and highway safety, supporting the long-term evolution of intelligent transportation infrastructure.
RESULT
Throughout the project, ARCTEC Innovation Technology not only provided highly reliable edge computing terminals but also delivered millimeter-wave radar and Radar Vision fusion algorithm capabilities, offering integrated hardware and software support. The ARCTEC technical team provided full-cycle services including system deployment, algorithm optimization, and multi-sensor fusion strategy, ensuring stable operation in extreme cold climates and complex roadside environments. By complementing visual perception with radar sensing under low visibility, nighttime, and adverse weather conditions, the project achieved accurate, all-weather, full-scenario target recognition. This collaborative approach significantly shortened development cycles, reduced system integration complexity and overall costs, allowing the client to focus on business system implementation and operational deployment.
Currently, the intelligent highway monitoring system successfully integrates radar and video fusion, capable of detecting multiple critical events and potential safety risks, including abnormal vehicle stops, pedestrian intrusion on highways, wrong-way driving, debris on the road, traffic congestion, and low-visibility hazards. With 24/7 real-time monitoring and intelligent alerts, the system enhances highway roadside safety management, provides faster, data-driven decision support for control centers, and enables drivers to receive timely risk notifications, substantially improving highway traffic safety and operational efficiency.
